Mit Gerechtigkeit und durch Geradheit wird ein Land am besten regiert. — Für ausserordentliche Vorkommnisse macht man von den Waffen Gebrauch, aber Durch das Einwirken auf das Immaterielle, auf das Geistige im Menschen gewinnt man die ganze Welt. Woher wissen wir wol, dass das in der Welt so ist? — Dadurch: Je mehr das freie Wort und die Handlungen der Menschen im Staate durch Verbote beschränkt sind, desto mehr verarmt das Volk. Je mehr Waffen ein Volk hat, je händelsüchtiger und ränkevoller werden die kleinen Fürsten. Je mehr industriöse und mercantilische Schlauheit und Verschlagenheit in einem Volke ist, desto mehr seltsame Dinge und blosse Luxusartikel werden fabricirt. Je mehr Verbote und Verordnungen herausgegeben werden, je grösser ist die Anzahl der Gaunereien und Diebstähle. Deshalb sagt ein weiser Regent: Ich werde das Nichtmaterielle, den Geist ausbilden, so wird das Volk von selbst an seiner Besserung arbeiten. Ich werde die Liebe zur Geistesreinheit, Geistesklarheit und Gemüthsruhe in meinem Lande erwecken und pflegen, so wird das Volk von selbst gut und brav. Ich werde das Immaterielle, Geist und Gemüth der Menschen zum Gegenstand meiner Bearbeitung machen, so wird das Volk in jeder Weise für sich selbst sorgen können. Wenn wir nach dem Immateriellen streben, die Leidenschaften nicht aufkommen lassen, so wird das Volk von selbst zur Einfachheit, Geradheit, Schlichtheit zurückkehren.

Zur Leitung des Staates braucht man Regierungskunst, zum Waffenhandwerk braucht man außerordentliche Begabung. Um aber die Welt zu gewinnen, muß man frei sein von Geschäftigkeit. Woher weiß ich, daß es also mit der Welt steht? Je mehr es Dinge auf der Welt gibt, die man nicht tun darf, desto mehr verarmt das Volk. Je mehr die Menschen Mittel des Wohlstands haben, desto mehr kommt Reich und Haus in Verwirrung. Je mehr die Leute Kunst und Schlauheit pflegen, desto mehr erheben sich Wunderlichkeiten. Je mehr die Gesetze und Befehle prangen, desto mehr gibt es Diebe und Räuber. Darum spricht ein Berufener: Ich handle nicht, und das Volk wandelt sich von selbst. Ich liebe die Stille, und das Volk wird von selber recht. Ich habe keine Geschäfte, und das Volk wird von selber reich. Ich habe keine Begierden, und das Volk wird von selber einfach.

Как я могу постигнуть, почему в мире такой порядок, а не иной? Когда в стране много такого, что должно быть уничтожено, народ обеднеет. Когда в стране много удобных машин, то народ перестает работать. Когда в народе много искусных мастеров, то увеличится число чудовищных вещей. Когда в государстве много законов и постановлений, то число преступников увеличится. Отсюда учит и святой: "Когда я ничего не делаю (т. е. не предпринимаю ничего нового), то народ делается лучше; когда я спокоен, то народ делается справедливым; когда я не предпринимаю ничего нового, то народ обогащается; когда во мне не будет никакой страсти, то народ сделается простодушным".

Простой народ исправляется в нравах, если высшие подают ему к тому пример своими добродетелями.

Если прямые законы приводят в действие, то в государстве, происходит благоустройство, а если на место их вступают хитрость и обман, то возгораются в нем войны и междоусобия. Но верховное владычество над империей собственно принадлежит одной бездейственности и не-искательности. Из чего я это знаю, что может случиться так, а не иначе? Из того, что если в империи будут умножать разные меры предосторожности и запрещения, то простой народ тем больше будет приходить в бедность; а если простой народ будет свободно пользоваться всеми смертоносными орудиями, то государство тем чаще будет подвержено мятежам; равным образом когда простой народ предан будет чародеянию, то тем больше будут случаться страшилищные явления. Чем яснее, тем чаще будут раскрывать смысл гражданских узаконений, тем больше умножится число воров и разбойников. Один из мудрых сказал: «Я ничего не предпринимаю, но народ, по доброй своей воле исправляется в нравах; я живу в тиши и уединенно, но народ добровольно улучшается; я не употребляю никаких усилий, но в народе само собою возрастает богатство». Итак, если мы не будем питать в себе никакого пристрастия, то народ добровольно сделается прямодушным; если мы будем стараться об исправлении своего поведения, то и народ, подражая нам, будет добровольно исправляться в своих нравах.

SIMPLICITY IN HABITS.

1. With rectitude one governs the state; with craftiness one leads the army; with non-diplomacy one takes the empire. How do I know that it is so? Through IT. 2. The more restrictions and prohibitions are in the empire, the poorer grow the people. The more weapons the people have, the more troubled is the state. The more there is cunning and skill, the more startling events will happen. The more mandates and laws are enacted, the more there will be thieves and robbers. 3. Therefore the holy man says: I practise non-assertion, and the people of themselves reform. I love quietude, and the people of themselves become righteous. I use no diplomacy, and the people of themselves become rich. I have no desire, and the people of themselves remain simple.

Genuineness

Make the upright rule the nation. Make the crafty conduct the army. Make him who takes no measures emperor. How do I know that this is what ought to be done? I know it from this: — When the world has many prohibitory enactments, the people become more and more poor. When the people have many warlike weapons, the government gets more into trouble. The more craft and ingenuity that men have, the greater the number of fantastical things that come out. And, as works of cunning art are more displayed, thieves multiply. Therefore the sage says, “I do nothing, and the people are spontaneously transformed. I love quietness, and the people are spontaneously rectified. I take no measures, and the people become spontaneously rich. I have no lusts, and the people become spontaneously simple-minded.”

The Genuine Influence

A state may be ruled by (measures of) correction; weapons of war may be used with crafty dexterity; (but) the kingdom is made one's own (only) by freedom from action and purpose. How do I know that it is so? By these facts: - In the kingdom the multiplication of prohibitive enactments increases the poverty of the people; the more implements to add to their profit that the people have, the greater disorder is there in the state and clan; the more acts of crafty dexterity that men possess, the more do strange contrivances appear; the more display there is of legislation, the more thieves and robbers there are. Therefore a sage has said, 'I will do nothing (of purpose), and the people will be transformed of themselves; I will be fond of keeping still, and the people will of themselves become correct. I will take no trouble about it, and the people will of themselves become rich; I will manifest no ambition, and the people will of themselves attain to the primitive simplicity.'
